SOLSTICE
***********

SOLSTICE continues to operate normally, collecting solar data on all 
available orbital tracking periods and stellar calibration observations, 
whenever possible. We have planned a special science experiment for 
next week's solar eclipse.

SUSIM
***********

SUSIM successfully gathered its normal solar, offset, and occultation
scan data during this past week without apparent problems.

Nothing received.

HALOE 
***********

Nothing received.

MLS
***********

The MLS instrument has been powered off since Feb 12. MLS is scheduled to
resume north viewing operations on Feb 20.

HRDI
***********

HRDI is currently on and operating properly.  We are scheduled to be placed
in lower power mode at the start of the day Feb. 20.  We resume normal
operations on March 7th.

WINDII
***********

WINDII has planned its schedule to observe the solar eclipse of
February 26. If all goes well, with the able support of the
FOT, the WINDII fields of view will cross the solar eclipse
path in the thermosphere, about one hour after the shadow
has passed by. The effects have already been modeled by
Ray Roble with the TIME-GCM, so we hope all goes well.

MPG

Routine processing of instrument Daily Activity Plans continues
with no problems.  The MPG continues to assist the Project
Scientist with the scheduling of instrument operations.

CDHF
***********

The CDHF has received a total of 370 CD-ROM requests as of 20-February-1998.
There were two orders received and shipped.
                              
The CDHF processed current day data through level 3 for all active
instruments. Additionally, CDHF personnel reprocessed: (R)= Requested
 (C) = Complete, (F)= Failed  (L) = Days remaining to reprocess.           
          25 days PEM (3.32) PROD (1379R-929C=450L)
         120 days MLS (4.90) PROD (1344R-562C=782L)
              
The CDHF began development of a list of Year-2000 compliant software
needed by the CDHF.

REPORTING PERIOD

This report covers 07 February 1998 (Orbit 35017, GMT Day 038 through 13 
February 1998 (Orbit 35120, GMT Day 044).


SPACECRAFT OPERATION

The observatory is now in Reverse Flight (Northern Hemisphere viewing) and 
is performing nominally under two-battery operations.  The instrument 
operational changes were:

The beta angle is now decreasing toward a minimum angle of 0.0 degrees on 
25 February 1998 (DOY 056).

Six SSPP SOLSTICE offsets requested by SUSIM operations were performed this 
week.  One offset took place each day, beginning with GMT Day 037 and 
ending with GMT Day 043.

Spacecraft battery 1, 2, and 3 performance monitoring continues. Battery 1 
remains OFF the charge relay.  Battery 2 and Battery 3 are currently 
maintaining greater than 26.4 V end-of-night (EON) load bus

voltage.  Battery temperatures are stable with a temperature delta between 
Battery 2 and Battery 3 of 1.4 degrees C.  Additional battery performance 
data for each battery on 07 February 1998 and 13 February 1998 are provided 
in Appendix D.

The clock error ranged from -11.3 to +10.6 msec during this report period.  
Clock rate adjustments are listed in Appendix C.

All instrument and subsystem engineers were advised on the initial 
excursion of ALERTS or Out-Of-Limits conditions detected by the FOT for 
this report.  A summary is listed below and the details of ALERT and Out-
Of-Limits occurrences are listed in Appendix B.

GROUND SYSTEM OPERATION

No (0) operational support problem(s) occurred this period. Anomaly Reports 
are included in Appendix E.


The data loss calculations supplied by Data Capture Facility (DCF) from 
mission start through UTC Day 98/043 show the observatory data loss to be 
20 hours, 42 minutes, 6.356 seconds (an increase of 14.816 seconds since 
last reported).  This is a 0.0369 percent data loss which equals a 99.9631 
percent data capture for the mission.

7 The increase of 14.816 seconds occurred on Day 037 due to hits in the 
data and scheduling constraints.

No testing of the new CMS software release (R7B1V2) occurred this week.  
A terminal for the CMS backup system has been located (see FACILITIES 
section).

No testing of the IP return-link telemetry was conducted this week.  
Investigation into the Q-channel OBC dump problem is still underway.

The FOT has been experiencing difficulties with sending and receiving e-
mail due to the UMPGAL reconfiguration effort.  Since much of the CMS 
related e-mail directed to the FOT is routed through the UMPGAL, every time 
the system is brought down for reconfiguration, the FOT is at risk of not 
getting operations related e-mail.  To complicate matters, there appears to 
be no coordination when UMPGAL will be taken off-line or rebooted.  Problem 
is being worked.

The CNMOS UARS Ground Elements Manager has requested the FOT to schedule a 
DFLX training session between the FOT and a CMF representative.  Due to a 
proposed Rday-shift onlyS shift schedule at CMF, the FOT will have to be 
trained on how to perform load blocking on the DFLX system, should the need 
to build and transmit spacecraft loads during off hours arise.

Operational processing of level-0 telemetry analysis files continues in 
parallel on both the UMPGAL (new MPG Alpha machine) and CDHF computer 
systems.  No level-0 file transfer failures (between CDHF and UMPGAL) 
occurred this week.


SUSIM operations has submitted a request for additional SSPP SOLSTICE 
offsets to occur on GMT Days 044-050.


OTHER SIGNIFICANT EVENTS

Work on the upgrade of the OBC Power Monitor (PMON) software continued. 
The code is being RdebuggedS.

Assistance was provided to the UARS/TOMS re-engineering team in 
interpreting UARS operational requirements for the new ground system.

Monitoring of the magnetic field model performance continues.

FOT continues to improve a Power Profile for UARS based on the current 
status of the Modular Power System.

FOT continues to support the new UARS ground system re-engineering effort.


MEETINGS

FOT supported a meeting with the re-engineering team on 12 February 1998 to 
provide information regarding current UARS trending requirements.

No UARS Battery telecon was held this week.  The next telecon has not been 
scheduled.


FUTURE SIGNIFICANT EVENTS

The next UARS Yaw Around Maneuver is currently scheduled for 25 February 
1998.

UARS Flight Operations plans to attend the Program Experience portion of 
the Space Power Workshop at JPL in April 1998.  UARS FOT plans on 
presenting an overview of the UARS batteries and their performance.

The UARS orbit altitude is dropping slowly and a drag makeup orbit adjust 
will probably be required in 1999.


FACILITIES

A surplus VAX Station 3100 has been acquired from the Mission Planning 
Group (MPG) and relocated to the UARS Mission Operations Room (MOR).  
The VAX Station has been installed - connected to the Command Management 
System (CMS) backup computer - and is currently waiting system manager 
set-up.
