SUSIM successfully gathered all of its daily mid resolution,
weekly offset, and occultation scans during periods of
UARS telemetry.

HALOE 
***********

For the past several months the HALOE Project experienced
operational processing failures on occasional scans.  The
problem has been traced to data packets arriving at PACOR-A out-of-order,
causing discontinuities in the times associated with the data
stream.  The data transmission problem seems to have been fixed.
We have been able to process that last 21 days of HALOE data
with only one failure.  We continue to work on the source of remaining
failures.  Thanks to those persons at PACOR-A and the UARS
Project for looking into the problem.

The MPG continues to serve as the point-of-contact for UARS
instrument operations in support of the Science Traceability
Mission of UARS.

The DECNET communications circuit between the UARS 
Command Management System (CMS) and the Remote Analysis
Computers (RACS) was restored to service on 21 February 
2003.  Normal processing of instrument Daily Activity 
Plans resumed this week and continues with no problems.

                           REPORTING PERIOD

This report covers 15 February 2003 (Orbit 62518, GMT Day 046) through
21 February 2003 (Orbit 62623, GMT Day 052).


                         SPACECRAFT OPERATION

The observatory is now in Forward Flight (Southern Hemisphere viewing)
and   is  performing  nominally  under  two-battery  operations.   The
instrument operational changes were:

The  beta  angle  ranged between the angles of 42.3  degrees  to  29.7
degrees  for  this  report period.  The beta angle is  now  decreasing
towards a minimum angle of 0 degrees on 01 March 2003 (DOY 060).

Spacecraft  battery  1,  2,  and 3 performance  monitoring  continues.
Battery 1 remains OFF the charge relay.  Battery 2 and Battery  3  are
currently maintaining greater than 23.6 V end-of-night (EON) load  bus
voltage.   Battery  temperatures are stable with a  temperature  delta
between Battery 2 and Battery 3 of 1.28 to 1.29 degrees C.  Additional
battery  performance  data for each battery  on  14  February  and  21
February 2003 are provided in Appendix D.

The  clock  error  ranged from -10.0 to 9.1 msec  during  this  report
period.  Clock rate adjustments are listed in Appendix C.

All  instrument  and subsystem engineers were advised on  the  initial
excursion  of ALERTS or Out-Of-Limits conditions detected by  the  FOT
for  this report.  A summary is listed below and the details of  ALERT
and Out-Of-Limits occurrences are listed in Appendix B.

Four (4) Anomaly Report remained OPEN at the end of this report period
(see Appendix E).


                        GROUND SYSTEM OPERATION

Three  (3) operational support problems occurred this period.  Anomaly
Reports are included in Appendix E.

The  data  loss  calculations are no longer  being  supplied  by  Data
Capture Facility (DCF).


                       OTHER SIGNIFICANT EVENTS


                       UARS SATELLITE OPERATIONS


During the re-investigation of the OBC Halt Anomaly the FOT found that
during the anomalous pass, the HRDI load was sent with 30 additional
commands pre-pended to the load.  A bit bust of these commands showed
that one of these commands was a Select Fixed Bank 13 command, which
immediately brought the OBC offline.  These commands were generated by
Eclipse due to a bug in the "cmdprt.exe" code.  The bug has been fixed
and a patch was tested and installed on the operational systems on 11
February 2003.  The FOT is now in the process of revising the Anomaly
Investigation Report.

                       FUTURE SIGNIFICANT EVENTS


The next UARS Yaw slew is scheduled for 01 March 2003 (DOY 060).  This
maneuver  will  be  a  Forward to Reverse  Flight  maneuver  (Northern
Hemisphere viewing).
